    UMB Policy on Emergency Medical Equipment

    Purpose

    The purpose of this Policy is to:

    1. To define what emergency medical equipment is covered under this Policy.
    2. To define roles and responsibilities for managing emergency medical equipment in UMB owned or leased spaces.
    3. To define who is authorized to use emergency medical equipment.

    Policy Statement

    UMB strives to provide a safe and healthy work and education environment. This Policy supports that goal by defining emergency medical equipment and the roles and responsibilities of units charged with overseeing emergency medical equipment in UMB owned or leased spaces.

    Definitions

    Automated external defibrillator (AED): A lightweight, portable device that delivers an electric shock through the chest to the heart. The shock can potentially stop an irregular heartbeat (arrhythmia) and allow a normal rhythm to resume following sudden cardiac arrest (SCA). SCA occurs when the heart malfunctions and stops beating unexpectedly. If not treated within minutes, it quickly leads to death.


    First Aid Kits: A standard collection of first aid supplies for treatment of minor injuries or stabilization of major injuries. First aid kits do not include over the counter or prescription medications.

    Stop the Bleed: Stop the Bleed is a grassroots national awareness campaign and call-to-action. Stop the Bleed encourages bystanders to become trained, equipped, and empowered to help in a bleeding emergency before professional help arrives.

    Stop the Bleed Kits: Stop the Bleed kits contain the necessary items to control serious bleeding and prevent further blood loss for a victim.

    Clinical operations: Operations in UMB owned or leased spaces that administer medical or health care services. This includes medical or health care services required for clinical trials in UMB owned or leased spaces.

     

    Scope and Exceptions

    Emergency medical equipment under this Policy include AEDs, Stop the Bleed kits, and first aid kits.


    The UMB downtown campus has readily available access to medical services and meets the requirements of the Occupational Safety and Health Administration’s medical services and first aid standard.


    UMB allows departments, schools, or units to purchase and maintain first aid kits if they adhere to the requirements outlined in the Procedure for First Aid Kits at UMB.


    UMB departments, schools, or units with operations that are not on the downtown campus may contact the Office of Public and Occupational Health to discuss whether their location needs first aid kits and or personnel trained in first aid.


    This Policy is not intended to satisfy regulatory or accreditation requirements for emergency medical equipment for clinical operations at UMB. Clinical operations at UMB may incorporate emergency medical equipment covered under this Policy into their plans and procedures; however, clinical operations are responsible for acquiring, installing, maintaining, and tracking emergency medical equipment required for their operations.


    AED, Cardiopulmonary Resuscitation, Basic Life Support, and/or First Aid training that is required as a condition of one’s employment shall be paid for by the employee’s department, school, or unit.


    Emergency medical equipment covered under this Policy is available to all UMB personnel and visitors. UMB is responsible for maintaining the equipment in accordance with manufacture recommendations and applicable regulations. However, the decision to use emergency medical equipment is at the sole discretion of the individual. Nothing in this Policy obligates a person to use emergency medical equipment or provide emergency medical care or first aid.

    Roles and Responsibilities

    Office of Public and Occupational Health

    The office of Public and Occupational Health is responsible for the development and implementation of an emergency medical equipment procedures that outlines the processes for:

    • Determining the type of emergency medical equipment authorized at UMB
    • Determining and/or approving locations for emergency medical equipment
    • Methods for disseminating information on emergency medical equipment locations
    • Tracking, maintaining, and managing emergency medical equipment
    • Maintaining emergency medical equipment service records
    • Obtaining training on emergency medical equipment
    • Requesting emergency medical equipment
    • Reporting deployment emergency medical equipment
    • Providing specifications on emergency medical equipment to be purchased and installed as part of a capital project


    Office of Facilities and Operations

    • Incorporating emergency medical equipment specifications on into capital project funding requests
    • Installing or overseeing the installation of emergency medical equipment housing
